Hi Sally,
The students who have posted Teacher Requests (which you can find by clicking on Find Students) can be contacted only by teachers who are paid members of the site. This serves a couple of purposes: it prevents teachers from doing "drive-bys" of the website, where they email as many students as possible and never return to become a website member, and it also lowers the incidence of fraud by verifying a teacher's identity through the credit card transaction.
Hope this helps!
Michael
